You can sue them but your chances of winning a verdict in your favor are very slim because there are no regulations or law on the books dictating stools in bars have to be bolted to the floor. You caused the stool to flip by not sitting on it correctly and it doesn’t matter if you were drunk or not. You caused the stool to flip and the owner, bartender or another patron at the bar didn’t cause it to flip. It isn’t a legal requirement for stools to be bolted down in bars. I suggest you be more careful when sitting on or leaving a bar stool as one may get stabbed in the groin. Ouch!!
The stool was bolted down you say? Never seen that before
And probably not, what loss did you have? Were you drinking?
Did you seek medical attention? Did you fill out an accident report?
It would cost you more than you would win and if you lose you will be sued for the bars defense attorney.
Unless you have some sort of substantial proven injury and can prove that the bar stool was defective and that the owner or manager knew about the defective stool and did nothing about it, and you were not even a little bit at fault, your wasting your time

I have never been in a bar where the stools are bolted down.
How drunk were you?
What are your damages?
You can sue a ham sandwich if you want to. The real question is, will you win.
One two many brew-skies eh?….what better than to try to make some one else pay for humiliating yourself….classic.
