Do I have to use batting when re-upholstering some chairs?

I have two circular iron chairs with just holes for the seat section. I had some plywood cut in a 15 in diameter to fit. I have fabric, foam and a soft pliable plastic to cover it with to protect it from the weather. Do I have to use batting or can I just staple gun what I have? Will it be ok?
You don’t have to use batting, however batting will help to smooth out the finish of the upholstering.
If you are using this outside, I would make sure to seal everything up so that the seat won’t rot in the weather.
