Unfortunately, the only way to slow down a fast spinning bar stool is to replace the swivel mechanism. Swivels are typically stamped and impossible to repair without very sophisticated tools. If your bar stools is expensive, it is definitely worth buying a replacement swivel. If you bar stools is really old or inexpensive, you may want to consider an inexpensive replacement.
